Key concepts
Revision 1 (2024) replaced both the original SP 800-50 and the old role-based training model in SP 800-16. It describes a life cycle (plan and strategy, analysis and design, development and implementation, assessment and improvement) and offers maturity levels for the program. It is written to be tailored by organizations of any size, including those starting from nothing.
How it is organized
- Program plan and strategy
- Analysis and design
- Development and implementation
- Assessment and improvement
- Appendix A: example program maturity levels
What a school district should take from it
- Short, frequent, role-relevant learning beats one annual compliance video.
- Business office and payroll staff need role-based training on payment and gift-card fraud.
- Measure behavior (reporting rates, fewer risky actions), not just completion.
How to use it in your district
- Write a one-page learning plan: audiences, topics, frequency and how you will measure results.
- Add role-based modules for finance, HR, front office and technology staff.
- Track completion and phishing-report rates in the Training Tracker.
- Review the program yearly against the maturity levels in Appendix A.
Common misconceptions
- Annual training satisfies the need.
- NIST frames learning as an ongoing program aimed at behavior and culture.
- Privacy training is separate.
- Revision 1 combines cybersecurity and privacy learning in one program.
